Eleanor Evans serves as ABCD’s General Counsel and Assistant Clerk. In this capacity, she advises the organization’s senior leadership, program staff and board on legal, governance and compliance matters; reviews and negotiates contracts; handles corporate matters for ABCD and its affiliated entities; counsels management on employment law matters; collaborates with outside legal counsel on real estate transactions; manages litigation, responds to subpoenas, and works with insurers and outside counsel to resolve legal claims.
Evans also serves as Executive Director and General Counsel of Community Action Program Legal Services, Inc. (CAPLAW), an organization that ABCD helped to found and that serves the national network of approximately 1,000 Community Action Agencies, including ABCD. In her role with CAPLAW, she advises Community Action Agencies nationwide on a broad range of legal, governance and compliance matters; writes publications; and presents workshops throughout the country on those matters. Before holding her current positions, Evans served as CAPLAW’s Deputy Director and Senior Counsel. Prior to joining CAPLAW, she practiced with the Boston law firm of Hill & Barlow, where she represented nonprofit and for-profit organizations in corporate, tax and employee benefits matters. Evans received her law degree from Georgetown University Law Center and her bachelor’s degree from Smith College.
