Representing Boston City Councilor at-Large Julia Mejia

Elsa Flores serves in a Public Sector Seat representing Boston City Councilor at-Large Julia Mejia, where she is Director of Leadership Development. As an education professional and activist leader, she considers herself highly motivated, enthusiastic, and dedicated to ensuring that all children and families receive all the services and resources they need to be successful in life.

Flores has eleven years of teaching experience in El Salvadore, and twenty-four years working with families and children in the Boston community. She is knowledgeable in the areas of parent organizing and defense of the rights of students and families, and is an advocate for linguistic justice and inclusion.

Flores is a Salvadoran mother who currently resides in East Boston with her husband and her three children.

Flores joined the ABCD Board of Directors in 2026, and serves on the Head Start & Child Care Resources and Education Committee.
