Fuel Assistance

ABCD Fuel Assistance helps more than 20,000 low-income households in Boston, Brookline and Newton pay fuel bills during the heating season. This program can also provide assistance to clients whose heat is included in their rent. Applications are taken from November through April at ABCD's Central Office or at any of ABCD neighborhood sites.

Energy Programs

Studies show that conservation improvements typically save 25-35 percent on winter heating bills. Significant improvements in attic and wall insulation, weather stripping, air sealing and heating system repairs help low-income households stretch limited resources through New England’s long, cold winter months. These services are available to eligible customers in Boston, Brookline and Newton neighborhoods with help from the Department of Energy, National Grid and NStar.

Weatherization: This program is designed to help keep the heat in your home through insulation of attics and walls and weather-stripping throughout. Those with oil or electric heat may receive improvement, at no cost, averaging $4,500.

Heating System Repairs / Replacements Program: Repairs of heating systems in emergency no-heat situations are possible for homeowners and, in some cases, renters. Replacement of heating systems will be considered for inoperable or inefficient furnaces and boilers.

NStar Conservation Action Program (NCAP): ABCD continues to receive funding from the utility deregulation process to expand its on-site services for energy conservation. We analyze electricity use in low-income homes, then counsel clients on reducing their electrical usage, test refrigerators and lighting fixtures for efficiency and replace those that are inefficient.

Utility Arrearage Management Programs: ABCD provides referral services and advocacy for eligible clients interested in reducing their utility bill arrearage/debt. The major utilities serving ABCD's geographical area of Boston, Brookline and Newton (National Grid and NStar) now offer arrearage management payment plans. Eligible clients may have their utility debt forgiven between $1,500 - $2,000 per year while adhering to a structured payment plan. To enroll:
